He is the main sole responsible for ALL the offshore operations on the vessel down from the engine room to the bridge. The responsibility list below says it all.<\/span><\/p>\n<p><span style=\"color: #000000;\">All personnel and crew reports either directly or indirectly to the Offshore Construction\u00a0Superintendent.<\/span><\/p>\n<p><span style=\"color: #000000;\">The Offshore Construction\u00a0Superintendent liaises with the following personnel:<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Project Manger<\/span><\/li>\n<li><span style=\"color: #000000;\">Operations Engineer <\/span><\/li>\n<li><span style=\"color: #000000;\">Offshore Installation\u00a0Engineer on various technical aspects.<\/span><\/li>\n<li><span style=\"color: #000000;\">All other operating project personnel concerned with the project and the vessel.<\/span><\/li>\n<li><span style=\"color: #000000;\">Safety Coordinator<\/span><\/li>\n<li><span style=\"color: #000000;\">Client&#8217;s Representative<\/span><\/li>\n<li><span style=\"color: #000000;\">Vessel Captain and Marine Crew<\/span><\/li>\n<li><span style=\"color: #000000;\">Catering Contractor<\/span><\/li>\n<li><span style=\"color: #000000;\">Subcontractor\u2019s representatives on the barge<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000;\">Responsibilities:<\/span><\/p>\n<p><span style=\"color: #000000;\">Specific responsibilities of the Offshore Construction\u00a0Superintendent include, but are not limited to, the following:-<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Responsible for refusing unsafe work and for carrying out all work in accordance with the established safety standards and work practices.<\/span><\/li>\n<li><span style=\"color: #000000;\">Supervising the overall safe installation of the project specified and determined in the Project Manual &amp; Procedures Liaising with offshore Operations and project management daily to ensure continuity of works and to report on progress.<\/span><\/li>\n<li><span style=\"color: #000000;\">Providing adequate and competent supervision of safe work practices and job instruction.<\/span><\/li>\n<li><span style=\"color: #000000;\">In the event of an emergency, by ensuring that all duties as detailed in the Emergency Procedures Manual are performed correctly.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensure all offshore Operations procedures are followed.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensuring that overall on-station operations are coordinated.<\/span><\/li>\n<li><span style=\"color: #000000;\">Approving requisitions for all necessary materials, equipment and supplies for the project and the vessel.<\/span><\/li>\n<li><span style=\"color: #000000;\">Responsible for reviewing and determining that the vessel and its associated spread can safely perform its function, relative to prevailing sea conditions.<\/span><\/li>\n<li><span style=\"color: #000000;\">Implementation of disciplinary procedures.<\/span><\/li>\n<li><span style=\"color: #000000;\">Conducting and participating in job safety analysis and safety meetings.<\/span><\/li>\n<li><span style=\"color: #000000;\">Establish proper lines of communications with the Company Site Representative to ensure a quality installation as stipulated in the project installation procedures.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensure regular lines of communication are adhered to by all supervisors to maximize efficiency, productivity and safety.<\/span><\/li>\n<li><span style=\"color: #000000;\">Conduct Monthly Crew Safety Talks.<\/span><\/li>\n<li><span style=\"color: #000000;\">Conduct Safety Stand downs<\/span><\/li>\n<\/ul>\n<p><span style=\"text-decoration: underline; color: #000000;\">Specific<\/span><\/p>\n<p><span style=\"color: #000000;\">A) Safety and Life-Saving Appliances<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Ensure safety and life-saving equipment possesses valid certification, is available in the required quantities, stowed and protected (where necessary) for immediate use:-<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000;\">Safety helmets, protective clothing and equipment used where needed.<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Life vests<\/span><\/li>\n<li><span style=\"color: #000000;\">Life rafts<\/span><\/li>\n<li><span style=\"color: #000000;\">Rescue equipment<\/span><\/li>\n<li><span style=\"color: #000000;\">Fire fighting equipment<\/span><\/li>\n<li><span style=\"color: #000000;\">Emergency distress equipment<\/span><\/li>\n<li><span style=\"color: #000000;\">H2S equipment<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000;\">B) Safety Awareness<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Ensure written instructions specifying practices to be observed to ensure safe operations are drawn to the attention of the people concerned and adhered to.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensure every person subject to his authority is made aware of the provisions of the HSE Policy &amp; Company Policy which are relevant to him.<\/span><\/li>\n<li><span style=\"color: #000000;\">Be knowledgeable of the scope of the Company Health and Safety and Welfare Regulations in effect at the site and ensure that all relevant provisions are brought to the attention of every person on the installation.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensure timely reporting is made and a log is kept of all injuries, near misses, incidents, property and\/or environmental damage.<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000;\">C) Safety Training and Drills<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Ensure crew members and visitors to the site have had the required safety training.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensure the necessary emergency drills are held at the required intervals including diving operations drills.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensure that a Muster List is displayed showing the station to which each person should go to in the event of an emergency and any duties to be carried out which are assigned to particular people.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensure that a muster is held regularly so that the ALL vessel crew are aware of the steps to be taken during emergency especially the new on signers or first timers<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000;\">D) Medical \/ First Aid Resources<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Ensure there is at least one (1) medically trained person onboard to take responsibility for medical treatment.<\/span><\/li>\n<li><span style=\"color: #000000;\">With the assistance of a medically trained person, the Offshore Construction Superintendent is responsible for the control of medicines and the organization of the sick Bay<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000;\">E) Hazardous Areas and Work Permits<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Ensure the control and administration of the work permit system through a responsible person which is normally monitored by the safety officer.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensure proper control is maintained to restrict exposure of personnel to ionizing radiation on the vessel or barge<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000;\">F) General Maintenance and Housekeeping<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Ensure all parts of the offshore site and construction equipment are maintained as to ensure the safety of the installation and the safety and health of the persons onboard.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensure that dangerous substances\/materials are under the control of a responsible person and instructions relating to their storage and use are adhered to.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensure work places and access ways, including scaffolding and other temporary works, are safe and specific requirements are adhered to.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensure procedures\/regulations concerning guarding and operation of dangerous machinery\/equipment are complied with.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensure drinking water, provisions and accommodations are checked and are of the required quality.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensure that provisions are made for the correct disposal\/removal of solid and liquid wastes at the site.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensure awareness of requirements and\/or prohibition of asbestos and its handling.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensure that proper care is taken to limit the exposure of personnel to lead.<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000;\">G) Operational Information<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Ensure weather and sea conditions are systematically ascertained and reported.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensure an accurate record is maintained of the number of hours worked by each person at the site and a daily update of the record of all persons at the site is kept.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensure a daily record of all significant operations \/ activities and vessel Movements at the site is kept.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensure that all notifications are issued and\/or received pursuant to any upcoming inclement weather.<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000;\">H) Marine Operations<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Control marine movements in relation to the site and, in particular, ensure all vessels are moored in accordance using approved procedures.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensure the transfer of personnel between vessels at the site is done in a safe and premeditated manner and accurate records are kept of personnel movements.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensure all marine vessels are operated within their load line limitations.<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000;\">I) Helicopter Operations and Movements<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Control helicopter operations and other movements in relation to the site and in particular ensure a competent Helicopter Landing Officer (HLO) is appointed to take responsibility for specific duties.<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000;\">J) Lifting Operations<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Ensure proper arrangements have been made to cover independent examination of lifting appliances and gear.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensure safe working loads are marked on lifting appliances, lifting capacities of gear and equipment are not exceeded and that any equipment reported unsafe is not used.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensure only experienced personnel operate lifting equipment and supervise lifting operations.<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000;\">K) Diving Operations<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Exercise overall responsibility for the proper organization of diving operations at the site.<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000;\">L) Accident &amp; Incident Investigations<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Conduct, lead and control accident investigations in compliance with approved investigation procedures.<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000;\">M) Close-out Action Follow-up<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">When required oversee, participate in and ensure all resulting close-out actions are follow-up for all safety inspections, #000000;\">(e) All personnel concerned with the operation of the Barge spread including marine crews<\/span><\/p>\n<p><span style=\"color: #000000;\">Responsibilities<\/span><\/p>\n<p><span style=\"color: #000000;\">Specific responsibilities of the Barge Foreman include, but are not limited to, the following<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Responsible for refusing unsafe work and for carrying our all work in accordance with the established safety standards and work practices.<\/span><\/li>\n<li><span style=\"color: #000000;\">Following all company policies and procedures, and ensuring all subordinates do also.<\/span><\/li>\n<li><span style=\"color: #000000;\">Wearing, inspecting, caring for and replacing required personal protective equipment, and ensuring all subordinates do likewise.<\/span><\/li>\n<li><span style=\"color: #000000;\">Coordinating deck work activities of the deck Crew as instructed by the Offshore Construction Superintendent.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensuring that all activities are undertaken in accordance with all Safety and Quality requirements.<\/span><\/li>\n<li><span style=\"color: #000000;\">Directing the Crane Operators in all their activities.<\/span><\/li>\n<li><span style=\"color: #000000;\">In the event of emergency, coordinating Emergency Team(s) as instructed by the Offshore Superintendent and as detailed in Emergency Procedures.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensuring appropriate \u2018JSA\u2019s have been developed for the work and using JSA and tool box meetings to eliminate unsafe acts and reduce or eliminate frequency and number of injuries.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensuring the house keeping of the above deck areas and rigger lockers are neat and tidy and free from unnecessary obstruction and hazard.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensuring accurate inventories are maintained for rigging, tools, scaffolding, etc.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensuring the rigging, scaffolding, portable equipment and tools, etc., are inspected before use Superintendent.<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">5.0 SAFETY OFFICER<\/span><\/strong><\/p>\n<p><span style=\"line-height: 1.5; color: #000000;\">Answer to:<\/span><\/p>\n<p><span style=\"color: #000000;\">The Safety Officers on offshore vessels reports directly to Offshore Construction Superintendent.<\/span><\/p>\n<p><span style=\"color: #000000;\">Responsibilities:<\/span><\/p>\n<p><span style=\"color: #000000;\">Specific responsibilities of the Safety Officer include, but are not limited to directing efforts related to ensuring a safe work environment including the following:<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Conduct safety and hygiene inspections, issue corrective action lists and follow-up on the close-out of these actions<\/span><\/li>\n<li><span style=\"color: #000000;\">Following all company policies and procedures.<\/span><\/li>\n<li><span style=\"color: #000000;\">Wearing, inspecting, caring for and replacing required personal protective equipment.<\/span><\/li>\n<li><span style=\"color: #000000;\">Chair and report on site safety meetings assign action and monitor their follow-up.<\/span><\/li>\n<li><span style=\"color: #000000;\">Conduct safety inspections at site continuously.<\/span><\/li>\n<li><span style=\"color: #000000;\">Advise anybody on board to stop all work should unsafe working conditions exist or persist.<\/span><\/li>\n<li><span style=\"color: #000000;\">Provide written instruction to correct unsafe work conditions.<\/span><\/li>\n<li><span style=\"color: #000000;\">Follow-up and report on safety induction and audit action lists.<\/span><\/li>\n<li><span style=\"color: #000000;\">Perform safety inspection briefing for all arrivals to the vessel or worksite.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensure all transport vessels assigned to the spread or site provide safety briefings to their passengers and audit these briefings.<\/span><\/li>\n<li><span style=\"color: #000000;\">Monitor subcontractors for safety equipment use and safe practices, and provide reports to the Offshore Construction Superintendent for non-compliance.<\/span><\/li>\n<li><span style=\"color: #000000;\">Monitor all site operations for proper equipment and work practices and provide recommendations for safety improvement.<\/span><\/li>\n<li><span style=\"color: #000000;\">Initiate, co-ordinate and record emergency drill, and make recommendations for the improvement of their effectiveness.<\/span><\/li>\n<li><span style=\"color: #000000;\">Investigate and report on all accidents at site and follow-up on all closeout actions to prevent reoccurrence.<\/span><\/li>\n<li><span style=\"color: #000000;\">Maintain all safety records at site.<\/span><\/li>\n<li><span style=\"color: #000000;\">Perform safety briefings, provide training and conduct safety reinforcement sessions at the site.<\/span><\/li>\n<li><span style=\"color: #000000;\">Monitor environmental issues at the site.<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000;\">Any other tasks as may be assigned by the Offshore Construction Superintendent onshore Safety Manager.<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">6.0 BARGE DOCTOR<\/span><\/strong><\/p>\n<p><span style=\"color: #000000;\">Answers to:<\/span><\/p>\n<p><span style=\"color: #000000;\">The Barge Doctor reports to the Offshore Construction Superintendent and is responsible for all medical and health matters on the barge\/vessel.\u00a0 In some cases, sometimes the vessel medic is not a qualified doctor but a medical assistance.<\/span><\/p>\n<p><span style=\"color: #000000;\">The Barge Doctor reports to the onshore Health, Safety and Environment Department.<\/span><\/p>\n<p><span style=\"color: #000000;\">The Barge Doctor liaises with the camp boss in matters of hygiene.<\/span><\/p>\n<p><span style=\"color: #000000;\">Responsibilities<\/span><\/p>\n<p><span style=\"color: #000000;\">Specific responsibilities of the Barge Doctor include, but are not limited to, the following:-<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Responsible for refusing unsafe work and for carrying out all work in accordance with the established safety standards and work practices.<\/span><\/li>\n<li><span style=\"color: #000000;\">Following all company policies and procedures.<\/span><\/li>\n<li><span style=\"color: #000000;\">Wearing, inspecting, caring for and replacing required personal protective equipment.<\/span><\/li>\n<li><span style=\"color: #000000;\">Providing medical treatment to any personnel on board who are sick or injured.<\/span><\/li>\n<li><span style=\"color: #000000;\">Making recommendations regarding the medivac of personnel and assist in their transport onshore as necessary.<\/span><\/li>\n<li><span style=\"color: #000000;\">Maintaining medical records of all treatment provided to sick or injured personnel.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ordering medical supplies and ensuring that sufficient stocks are maintained.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensuring that a Drugs Log Book is maintained.<\/span><\/li>\n<li><span style=\"color: #000000;\">Overseeing
