He reports to the Project Manager for coordination and administration of his assigned offshore project operations and interfacing with the customer.<\/span><\/p>\n<p><span style=\"color: #000000;\">Field Engineers report to the Operations engineer with respect to planning and execution of a specific project or operation assigned to them.<\/span><\/p>\n<p><span style=\"color: #000000;\">The Operations Engineer liaises with the following personnel:<\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; QAQC Department<\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; Proposal Department<\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; Project Managers<\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; Procurement Department<\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; Offshore Construction Superintendents<\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; Engineering Department<\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; Safety Manager<\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; Subcontractors<\/span><\/p>\n<p><span style=\"color: #000000;\">Responsibilities:<\/span><\/p>\n<p><span style=\"color: #000000;\">Specific responsibilities of the Operations Engineer include, but are not limited to, the following:<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Actively promote and ensure all procedures, subordinates and subcontractors comply with HS&amp;E policies and procedures.<\/span><\/li>\n<li><span style=\"color: #000000;\">Preparation of project specific Hazard Identification Studies and Job Safety Analysis as required for operations under his control.<\/span><\/li>\n<li><span style=\"color: #000000;\">Reviewing project safety plan and ensuring the contents are communicated and implemented.<\/span><\/li>\n<li><span style=\"color: #000000;\">Reviewing and becoming familiar with the contract documents, specifications and drawings of operation under his supervision.<\/span><\/li>\n<li><span style=\"color: #000000;\">Maintaining document files pertaining to operations under his supervision.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensuring that adequate engineering personnel and equipment resources are assigned to operations under his supervision.<\/span><\/li>\n<li><span style=\"color: #000000;\">Direct the work sequence of equipment in the field and coordinate the Offshore Operations, vessel movements, etc., on a daily basis.<\/span><\/li>\n<li><span style=\"color: #000000;\">Coordinate all project vessel requirements and movements.<\/span><\/li>\n<li><span style=\"color: #000000;\">Coordinate all cargo vessels and personnel clearances.<\/span><\/li>\n<li><span style=\"color: #000000;\">Monitoring the progress of the work and site conditions and advising the Project Management Team and all departments of any developments that may result in changes to the work schedule and \/ or execution sequence.<\/span><\/li>\n<li><span style=\"color: #000000;\">Issuing and maintaining the offshore schedule for operations under his supervision, and advise concerned department.<\/span><\/li>\n<li><span style=\"color: #000000;\">Coordinating the mobilization and demobilization of marine spreads and Subcontractors assigned to operations under his supervision.<\/span><\/li>\n<li><span style=\"color: #000000;\">Liaise with Project Managers during project execution to ensure that Client and Project Management requirements are satisfied.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensuring that documentation is issued on schedule and in accordance with Project requirements. Documents include, but are not limited to, the following:<br \/>\n&#8211; Material and Equipment Loadout List<\/span><br \/>\n<span style=\"color: #000000;\">&#8211; Offshore Installation and Operations<\/span><br \/>\n<span style=\"color: #000000;\">&#8211; As-Built \/ Post Job Records and Reports<\/span><\/li>\n<li><span style=\"color: #000000;\">Attend Project Meetings as required.<\/span><\/li>\n<li><span style=\"color: #000000;\">Reviewing and approving installation procedures and engineering to ensure they meet project minimum requirements and follow good engineering practice and enabling work to be performed safely.<\/span><\/li>\n<li><span style=\"color: #000000;\">Supervising Field Engineers in their planning and execution of offshore project.<\/span><\/li>\n<li><span style=\"color: #000000;\">Supervise the Field Engineer during the preparation of material lists for construction materials and liaise with the procurement department for procurement of requirements in a timely manner.<\/span><\/li>\n<li><span style=\"color: #000000;\">Resolve any technical problems that arise during offshore installation and assist in any corrective action that is required.<\/span><\/li>\n<li><span style=\"color: #000000;\">Advise engineering department of offshore operations requirements with regard to installation aids, installation methods and installation criteria during the design phase of a project, and also coordinate other engineering matters with respect to division requirements.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensuring there is coordination with the Fabrication \/ Loadout Contractor affecting operations under his supervision.<\/span><\/li>\n<li><span style=\"color: #000000;\">Develop the scope of work, assist in the award of subcontracts and then coordinate same. In particular but not limited to:<br \/>\n&#8211; Loadout &amp; Transportation<\/span><br \/>\n<span style=\"color: #000000;\">&#8211; Diving<\/span><br \/>\n<span style=\"color: #000000;\">&#8211; ROV<\/span><br \/>\n<span style=\"color: #000000;\">&#8211; AWS<\/span><br \/>\n<span style=\"color: #000000;\">&#8211; NDT<\/span><br \/>\n<span style=\"color: #000000;\">&#8211; Survey<\/span><br \/>\n<span style=\"color: #000000;\">&#8211; Pile monitoring<\/span><br \/>\n<span style=\"color: #000000;\">&#8211; Marine warranty survey<\/span><br \/>\n<span style=\"color: #000000;\">&#8211; Pipeline field joint coating<\/span><br \/>\n<span style=\"color: #000000;\">&#8211; Pipeline pigging, testing and commissioning operations<\/span><br \/>\n<span style=\"color: #000000;\">&#8211; Engineering studies<\/span><\/li>\n<li><span style=\"color: #000000;\">Review invoice received from vendors and subcontractors for errors or omissions for work performed or materials supplied.<\/span><\/li>\n<li><span style=\"color: #000000;\">Provide or coordinate input to the tender process as required.<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000;\">Other responsibilities as may be assigned by the Project Manager.<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">4.0\u00a0OPERATION\u00a0MANAGER<\/span><\/strong><\/p>\n<p><span style=\"color: #000000;\">\u00a0In some companies, Operation Manager role could also have the same roles and responsibility as a Project Manager depending on the company&#8217;s organization structure.<\/span><\/p>\n<p><strong><span style=\"color: #000000;\">5.0 PROJECT MANAGER<\/span><\/strong><\/p>\n<p><span style=\"color: #000000;\">The Project Manager has overall responsibility for coordinating and supervising the performance of engineering studies, the preparation of installation procedures, and the directing the contract related scope of work scheduled in the field.<\/span><\/p>\n<p><span style=\"color: #000000;\">The key personnel reporting to the Project Manager are the following:<\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; Offshore Construction Superintendent<\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; Operations Engineers<\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; Senior Offshore Installation Engineer<\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; Offshore Installation Engineer<\/span><\/p>\n<p><span style=\"color: #000000;\">The Project Manager liaises with the following personnel:<\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; Procurement Manager<\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; Quality Manager Supervisors<\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; Safety Manager<\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; Engineering Manager<\/span><\/p>\n<p><span style=\"color: #000000;\">&#8211; Subcontractors<\/span><\/p>\n<p><span style=\"color: #000000;\">Responsibilities<\/span><\/p>\n<p><span style=\"color: #000000;\">Specific responsibilities of the Project Manager include, but are not limited to, the following:<\/span><\/p>\n<ul>\n<li><span style=\"color: #000000;\">Allocating adequate resources to project management teams to ensure timely, effective and safe management of contractual requirement<\/span><\/li>\n<li><span style=\"color: #000000;\">Review and approve the procedures prepared by the Operations\/ Field Engineers for all offshore construction work.<\/span><\/li>\n<li><span style=\"color: #000000;\">Supervise sourcing, provision and select the major work barges and vessels that are to be used for offshore construction project.<\/span><\/li>\n<li><span style=\"color: #000000;\">Supervise the sourcing and provision of support vessels and tugs required for the movement and operation of major work barges, and other project aspects.<\/span><\/li>\n<li><span style=\"color: #000000;\">Actively promote and ensure all subordinates and subcontractors comply with all HS&amp;E policies and procedures.<\/span><\/li>\n<li><span style=\"color: #000000;\">Assist in communicating company policy and project safety goals to subordinates.<\/span><\/li>\n<li><span style=\"color: #000000;\">Review, evaluate and approved subcontractor to perform scope of work.<\/span><\/li>\n<li><span style=\"color: #000000;\">Development of offshore program schedules and coordinate with the Project Planning and Scheduling department during development of a correct work program, and corrective action should there become required.<\/span><\/li>\n<li><span style=\"color: #000000;\">Approve and ensure project procedures comply with project requirements and scope of work.<\/span><\/li>\n<li><span style=\"color: #000000;\">Chair weekly Project Meetings.<\/span><\/li>\n<li><span style=\"color: #000000;\">Review and approve project safety plans and project specific JSA\u2019s and ensure the contents are communicated and implemented.<\/span><\/li>\n<li><span style=\"color: #000000;\">Plan project hazard identification evaluations and communicating and enforcing hazard control requirements.<\/span><\/li>\n<li><span style=\"color: #000000;\">Coordinate meetings with other internal disciplines and outside bodies ensuring that these meetings are minuted, action specified and follow-up action taken as required.<\/span><\/li>\n<li><span style=\"color: #000000;\">Participate in the resolution of any technical problem arising during offshore installation and assist in any corrective action that is required. Make recommendations necessary when it is apparent that external specialist assistance is required.<\/span><\/li>\n<li><span style=\"color: #000000;\">Review and coordination of resource information utilized for financial forecast.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensuring project related vessel, equipment, safety and quality requirements are made known to responsible departments in a timely manner.<\/span><\/li>\n<li><span style=\"color: #000000;\">Ensure performance on current projects is measured against the bid and is considered in future estimates.<\/span><\/li>\n<li><span style=\"color: #000000;\">Prepare of scope of work, specifications and other engineering requirements for subcontracts for NDT, Survey, Diving support and miscellaneous Engineering studies, and coordinate with these sub-contractors during the execution of the work.<\/span><\/li>\n<\/ul>\n<p><span style=\"color: #000000;\"><em>Source:\u00a0J.
